How to get on the list

Becoming an Approved DOE Vendor After Acquisition

1

Register in SAM.gov with active UEI.

2

Identify the DOE office or site most relevant to the acquired firm: NNSA (nuclear weapons), Office of Environmental Management (cleanup), EERE (renewable energy), or national labs.

3

For national laboratory work, understand that labs (Argonne, ORNL, NREL, etc.) are operated by Management and Operating (M&O) contractors — prime contracts with labs, not DOE directly.

4

For cleanup work, check the Office of Environmental Management (EM) acquisition forecast at energy.gov/em — EM has the most accessible small business contracting at DOE.

5

DOE's Office of Small and Disadvantaged Business Utilization (OSDBU) maintains a vendor outreach program — register as a small business vendor.

Contract vehicles

Main Contracting Vehicles at DOE

M&O Subcontracts

National laboratory M&O contractors (UT-Battelle for ORNL, Battelle Memorial for PNNL) issue their own subcontracts — often 3–5 year terms with renewal options.

DOE EM Site Contracts

Environmental Management issues large site remediation contracts with small business subcontracting requirements — check EM procurement forecasts.

SBIR/STTR Awards

DOE issues R&D awards through SBIR — Phase I ($200K) and Phase II ($1.5M) leading to commercialization contracts.

GSA MAS Schedule

Professional and IT services at DOE frequently flow through GSA MAS — prerequisite for many task orders.

Acquisition strategy

Post-Acquisition Approach for DOE Contracts

DOE has the lowest small business goal in government at 9.5% — but the absolute dollar amounts are substantial, and the contracts are long-term. Environmental cleanup at DOE legacy sites (Hanford, Savannah River, Rocky Flats) runs for decades and requires continuous small business support: environmental consulting, site preparation, waste characterization, and technical services. An acquired environmental services firm with existing DOE-EM relationships is positioned for contract work that has no foreseeable end date — remediation timelines at some sites extend to 2070+.

SAM.gov registration note

DOE solicitations appear on SAM.gov under agency code "DOE" and component codes (NNSA, EM, EERE, SC). DOE also uses a separate acquisition portal at energy.gov for some components. National laboratory subcontracts are issued directly by M&O contractors and do not appear on SAM.gov — contact the lab's procurement office or check the lab's own small business program website.
