How to get on the list
Register in SAM.gov with active UEI and annual renewal.
If the acquired firm holds a GSA MAS Schedule contract, file a novation request with GSA Acquisition Operations immediately after close — this is time-sensitive.
Apply for new MAS Schedules if the acquired firm does not already hold relevant SIN positions — allow 4–6 months for GSA review.
Access GSA eBuy (ebuy.gsa.gov) for task order solicitations issued under existing MAS contracts — Schedule holders receive RFQ notifications by SIN.
For PBS building services work, contact the PBS regional office that manages federal buildings in your market.
Contract vehicles
GSA Multiple Award Schedule (MAS)
The primary vehicle for professional services, IT, and facilities — over $43B in purchases annually across all civilian agencies.
OASIS+
Professional services GWAC for management consulting, engineering, and technical services — recently restructured with WOSB and HUBZone small business pools.
Alliant 2 Small Business
GWAC for IT services for small businesses only — positions are competitively awarded and can transfer with a business acquisition.
GSA PBS (Public Buildings Service)
GSA's real estate and facilities management arm — direct buyer of janitorial, construction, and facility maintenance services.
Acquisition strategy
GSA is unique among federal agencies because its primary function is enabling other agencies to buy efficiently. An acquired firm's GSA MAS Schedule position is a revenue-generating asset that other agencies can use immediately after novation — without requiring a new competitive procurement. A firm with a strong MAS Schedule position in a high-demand SIN (IT, professional services, facilities) has a contract vehicle that civilian agencies across the government can task against. The novation process is GSA-specific and typically takes 3–6 months — plan for this timeline before assuming immediate revenue.
SAM.gov registration note
GSA MAS task order solicitations are primarily issued through GSA eBuy (ebuy.gsa.gov) — not on the main SAM.gov platform. MAS contract holders receive RFQ invitations by SIN. Open-market GSA solicitations appear on SAM.gov under agency code "GSA." PBS construction and facility contracts are issued by regional PBS contracting offices under "GSA PBS" codes.
